Michael Horan has over 25 years of experience as a litigator and counselor. He has represented health insurers, employers, brokers and service providers in federal and state court and in arbitration proceedings. His experience includes contract, insurance bad faith, employment, unfair competition and ERISA disputes, as well as class action proceedings. Mr. Horan also has extensive experience representing clients in audits and other proceedings before the Centers for Medicare & Medicaid Services, the federal Department of Labor, the California Department of Managed Health Care and the California Department of Insurance.
Mr. Horan provides advice and counsel on a broad range of regulatory, compliance and general business issues. Most recently as in-house counsel for a major California health plan, where he negotiated customer and vendor contracts and provided advice on federal and state laws and regulations, including the Affordable Care Act, the Knox-Keene Act, CDI requirements, ERISA, HIPAA and Medicare requirements.
Mr. Horan also advocates before state and federal courts and regulatory authorities on issues of importance to the health care industry, including the preparation of amicus briefs for trade associations and comments relating to pending state and federal regulations.
